New Delhi, January 30:  

On January 17, Rahul Gandhi had asked Prime Minister Manmohan Singh to consider raising the limit from 9 to 12.

After the Cabinet Committee on Political Affairs (CCPA) meeting on Thursday, Petroleum & Natural Gas Minister M Veerappa Moily said that the decision will increase the LPG subsidy outgo by Rs. 5,000 annually taking it to Rs. 85,000 crore.

Currently, the market price of a 14.2-kg domestic LPG cylinder is Rs. 1,258, but after the subsidy, it costs Rs. 414 for the consumer. Part of the loss incurred by the oil marketing companies is met by upstream companies such as ONGC, Oil India and GAIL, and the balance by the Government.

On how the subsidy cap works, an official explained if one exhausts the quota of 12 before the year ends and needs a refill, he will have pay the market price for the refill.

Usually, one can book the second cylinder after 21 days of the earlier booking and the cylinder usually gets delivered after 4-5 days. So the consumer gets, on an average, one cylinder a month.

Meanwhile, the domestic LPG dealers are worried about being stuck with market price linked cylinders, as almost 90 per cent of the consumers have already exhausted their quota of 9 subsidised cylinders.

“We have lifted these stocks from the companies, now we will have to wait for a communication on whether they will reimburse us or not,” a local dealer said.

Subsidy transfer

Citing complaints in implementation from consumers as well as State Chief Ministers, Moily said that an ‘in-principle’ decision has been taken to form a committee to look into the complaints and till it gives the report, the direct benefit transfer for LPG will be on hold. “The constituents of and time line for the committee will be decided in due course of time,” the Minister added.

‘Game changer’

Termed as a ‘game changer,’ under the Direct Benefit Transfer Scheme, the Aadhar number is seeded in the bank account, where the subsidy amount is transferred immediately after booking.

Current coverage

Currently, the scheme is operational in 184 districts, covering 6.57 crore LPG consumers.

Recently, the Ministry announced extending this to 291 districts covering a total of 9.22 crore LPG consumers by January 1, 2014

Suspension of the scheme has come at a time when the Supreme Court ruled that Aadhar card cannot be made mandatory to enjoy Government schemes and subsidies.

On whether DBT will be suspended for other schemes too, Information and Broadcasting Minister Manish Tiwari responded in the negative.

Dial 1037 and lodge Telecom grievances.

Telecom subscribers across the country can soon register their complaints by dialling a special toll free number ‘1037’

A subscriber, at present, needs to call customer care centre of the service provider to register a complaint.

Customers can go to nodal officers and finally to the appellate authority in case of unsatisfactory reply.

More often than not subscribers fail to get satisfactory resolution of their grievances.

A note circulated by DoT service providers said short code ‘1037’ has been allocated to the Public Grievances Cell in the Department of Telecom headquarters in New Delhi as a telecom consumer grievances helpline.

A ruling of the Supreme Court in 2009 had held that section 7B of the Indian Telegraph Act of 1885 barred a consumer from seeking remedy under the consumer act.

The complaint thus remained limited between the subscriber and the telecom company. The new number will bring subscriber grievances into the notice of DoT.

A press release said the inaugural special train No. 06002 will leave Palani at 16:00 hours on October 1 and arrive in Chennai Central at 02.30 hours. The regular service of the train No.16001 Chennai Central – Palani daily express will commence on October 1, and that of train No. 16002 Palani – Chennai Central will commence on October 2.

Train No. 16001 Chennai Central – Palani daily express will leave Chennai Central at 21:00 hours and arrive in Palani at 8:00 hours the next day.

Train 16002 Palani – Chennai Central Express will leave Palani at 18:00 hours and arrive at Chennai Central at 04:50 hours the next day. The composition of the train will be 1 AC 2-tier, 1 AC 3-tier, 7 Sleeper Class, 6 General Second Class and 2 Luggage-cum-break van coaches.

Cooking gas cylinder to be sold at petrol pumps.

New Delhi, Oct 2 (IANS) Cooking gas cylinders will soon be sold at market rates at selected petrol pumps across the country.Petroleum Minister Veerappa Moily will formally launch sales and an LPG portability scheme at a function in Bangalore on Saturay, an official statement said Wednesday.Initially, 5 kg cylinders of liquified petroleum gas (LPG) will be sold at the petrol stations of the government-run oil marketing firms.

"The first initiative allows sale of 5 kg LPG cylinders at market price with minimal paperwork through company owned retail outlets," oil ministry said in a statement.

"This will be a boon to migratory population such as students, IT professionals, BPO employees and persons with odd duty timings as it would provide them the flexibility to pick up cylinders and obtain subsequent refills at time of their choice as Petrol Stations are open for longer hours," it said.

The scheme will be launched in Delhi, Kolkata, Chennai, Mumbai and Bangalore on a pilot basis through select retail outlets.

The government also plan to introduce LPG Portability Scheme, under which a consumer can opt for the distributor of his choice within a cluster of LPG distributors in the vicinity and across the oil companies.

"The consumers will be able to see the service ratings of all the distributors in their cluster and choose the one they want based on service levels," the oil ministry statement said.

Indians use the Permanent Account Number (PAN) Card as an identification document for different purposes. There are many holders of the PAN card who are neither working nor file tax returns; but have this solely for the purpose of identification. As the importance of this document has increased over the years, more and more people are applying for it.

As a result of this, the Income Tax department has sought to simplify the process of applying for a PAN card. While the PAN card could earlier be obtained only through middlemen, who were usually Chartered accountants, today the PAN card can be easily applied for online. This is an easy and user friendly process, with clear instructions and guidelines given at every stage. Here are the steps involved in applying for a PAN card when you wish to do it online -

1.           Visit the website of the Income Tax Pan Services Unit. This can be visited athttps://tin.tin.nsdl.com/pan/

2.          This is the home page of the Income Tax PAN Services unit and has different choices such as application for a new PAN, Enquiry and Tracking status, Reprint of PAN card and changes or correction in the PAN details. The applicant must choose the option which is applicable to him.

3.          To apply for a new PAN, Form 49A will need to be used. Form 49A can be filled online by visiting https://tin.tin.nsdl.com/pan2/servlet/NewPanApp. Fill in the details and submit the form online. After the form is submitted online successfully, an acknowledgement is displayed. This shows a unique 15 digit acknowledgement number. This acknowledgement must be saved and printed for further process.

4.          The acknowledgement form must be sent to the Income Tax department. Before sending this, you will need to attach a few documents along with the acknowledgment form. This includes a proof of address and a proof of identity. Your name which is mentioned in these documents should be in the same format as that in the PAN application form. Take care of this at the time of filling in Form 49A.

5.          You must also affix two recent colour photographs on the acknowledgment form in the applicable space. Signatures have to be made where indicated. The photograph you affix should be clear and recent, as this is the same photograph which will be used on your PAN card.

6.          Application for PAN necessitates payment of Rs.96 if the communication address is within India. In this case, you can make the payment by one of the following methods – cheque, Demand Draft, internet banking, credit card or debit card. If the communication address is outside the country, then the amount to be paid is Rs. 962, and this is only in the form of a demand draft. In the case of payment by internet banking, by credit card or by debit card, the payment has to be made at the time of filling in the form, after which a payment acknowledgement will be given. Take a print of this and attach with the acknowledgement form.

7.          The acknowledgement form must thus be accompanied by photographs, proof of address, proof of identification and the payment/payment proof as the case may be. This must be sent to NSDL in Pune within 15 days of the online application date. The envelope must be subscribed with the words ‘APPLICATION FOR PAN – Acknowledgement Number’. The applications are processed at NSDL after receipt of payment – meaning if the payment has been made by means of a demand draft or cheque, you must wait for realization of the payment.

The steps above are simple and self explanatory. There are adequate instructions, guidelines and a list of Do’s and Don’ts in the website which will guide you in every step of the PAN application process. The application status can be tracked online after the acknowledgement has been sent. Online payments made can also be tracked online. NSDL also offers the facility of tracking by writing to them at their address or by sending an SMS to 57575 by typing SMS NSDLPAN Acknowledgement No.

The process of changing or correcting the details of your existing PAN card is similar to the process of applying for a new PAN card. At the home page of the Income Tax PAN Services Unit, you will need to select “Changes or Correction in PAN details”. Fill in the PAN Change Request Form online and follow the steps above. This PAN change request section also has separate guidelines, instructions and Do’s and Don’ts to help you.

Therefore you no longer have to depend on someone else to get a PAN card for yourself or anyone you know. Simply follow the above steps and get it.

According to the Food Policy institute, a study published in the Journal of Nutrition showed that pearl millet, called kambu in Tamil and bajra in Hindi, bred containing more iron could provide young children with their daily iron needs.

According to Washington-based International Food Policy Research Institute, results from a study under the Harvest Plus Programme indicate that children could get their full daily iron needs from just 100 grams of flour derived from this pearl millet variety.

Pearl millet is an important staple food in semi-arid regions in the country, where iron deficiency is widespread.  Lack of iron affects mental development and increases fatigue. Severe anemia, due to iron deficiency, increases the risk of women dying during childbirth.

A study conducted among iron-deficient children showed that traditional food varieties such as up-puma and roti made from the new pearl millet variety helped them absorb more iron than from an ordinary millet variety. The additional zinc content also took care of the children’s daily zinc needs. Zinc shortage among children could lead to stunted growth and make them prone to common infections.

The research team was led by Michael Hambidge, Pediatrics Professor Emeritus at the University of Colorado in Denver. Hambridge said that the results of the study offer a potentially important, strategy to battle malnutrition.

On the Indian side, Bhalchandra Kodkany of Jawaharlal Nehru Medical College was the principal investigator.

The journal also said that a study conducted on marginally iron-deficient Beninese women found that they absorbed twice the amount of iron from this nutrition-tailored pearl millet.  is significant since they seem to have taken up the issue of iron deficiency leading to wide-spread anemia in the country.
